Which rule book should I purchase? The one that came with "Open Fire" has fallen apart and it's too small.
Just tell what books I need to buy to play a Late war German army and a late war American army.

Well apart from open fire there only the large hardback rulebook.
As for a book, well that is a bit harder say as without more information on what kind of list or equipment there is a large range of books available. If you want 1 book for both armies then you can look for Bridge at Remagen which has several lists for both US and German forces though the amount of lists in it are rather limited.
The soft cover books certainly don't add compared to the hardcover compilations who all have a large amount of lists that one can use but they are limited to just one nation. There is going to be a battle of the bulge compilation set somewhere later this year but you likely want to get in asap.

I'm looking at a German army with a couple of stug G platoons(3 each), about 3 panzer Grenadier platoons, HMG platoon, maybe a tiger I platoon(2), a few pieces of artillery (rockets?), a pak40 platoon (3) and some mobile AA. for a 1500 pt army. The infantry and paks to hold the objective and the artillery and armor to take objectives. the AA to not die from Typhoons.

German: 21cm NW42 Rocket Launcher (looks fun)
German: Grenadier Platoon (Late) (I have 2 platoons already)
German: Machine-Gun Platoon (Late)
German: Panzer IV J Platoon (*Just because*)
German: StuG G Platoon (I have 3 already)
2x German: Tiger I E (2010) (not sure if this is the tiger I want)
For the US I have no ideas. I have seen the club field any US so... I like the 76 gunned M4s, and the priest SP, but other than that, I'm clueless.

Well with what you are listing for the germans puts you are looknig for a grenadier or panzergrenadier force which is available in all of the 4 german compilations for LW though the one on Bridge by bridge has the least amount of options so you either would likely want to go with "Grey Wolf" or "Fortress Italy"
If oyu reall want to work with the latest in US armor then bridge at Remagen is what you are after as it has all of the US armored toys in it.
